Celvin Walwyn - Deputy Commissioner

Dr. Celvin Walwyn holds a Ph.D. in Public Safety with a Specialization in Leadership, a master’s degree in Security Management (Homeland Security), and bachelor’s degrees in both Criminal Justice and Theology. He attended both Central High School and College of the Virgin Islands before migrating to Houston, Texas.

As a teenager, Dr. Walwyn served as a Virgin Islands Police Pre-Cadet-Law Enforcement Explorer. In Texas, he served as a police chief, deputy sheriff, police instructor, and a special investigator with federal agencies. In Florida, he served as a deputy sheriff, police instructor, and a Sexual Offender Surveillance Detective.

Dr. Walwyn has also served as the Police Commissioner of the Royal St Christopher and Nevis Police Force, the 2014 Chairman of the CARICOM Military Chiefs and Police Commissioners Committee, an appointment as an International Criminal Justice Professor for a major Texas University, and a Subject Matter Expert on Caribbean Law Enforcement.

Dr. Walwyn comes highly decorated with multi-year awards as Officer of the Year, Deputy of the Month, and numerous commendations for outstanding investigations, in both Florida and Texas. He brings this experience home to the Virgin Islands Police Department.

Dr. Walwyn is a member of the National Organization of Black Law Enforcement Executives (NOBLE), a member of the International Association of Chiefs of Police, and a lifetime member of the Association of Caribbean Commissioners of Police.
