Mario Brooks - Assistant Police Commissioner

Assistant Police Commissioner Mario M Brooks joined the Virgin Islands Police Department in 1994 and has had an extensive law enforcement career. His Law Enforcement experiences range from Officer to Team Leader through Commander as he elevated throughout the ranks over his 25 years of service.

Mr. Brooks spent the latter part of his career in Law Enforcement as a member of the Special Operations Bureau. There he worked as a tactical operator, team leader, supervisor and eventually the Commander of the Special Response Team.

Mr. Brooks was eventually reassigned from the Special Operations Bureau to the Criminal Intelligence Unit. There among numerous other duties the unit was responsible for the collection, analysis and tracking of crime statistics throughout the Territory. Not a stranger to multi-tasking he also was instrumental in the acquisition of a Marine vessel and the subsequent reconstitution of the Marine Unit in the St Thomas, St John and Water Island district. Mr. Brooks at this point was responsible for 3 Commands simultaneously, the Criminal Intelligence Unit, the Special Response Team and the Marine Unit.

He is also the VIPD’s lead agent of the federally funded “Stone Garden Project” which is funded and directly supported by the US Border Patrol. Since its entry into this program the VIPD has supported the apprehension and transfer of more than 500 illegal entry persons in the territory.

Mr. Brooks is also one of 2 sworn VIPD sworn personnel to be a member of the 1033 program and liaisons with the Defense Logistical Agency. The 1033 program under the Defense Logistical Agency is responsible for direct support to the VIPD as the lead Law Enforcement authority in the US Virgin Islands. They provide access to surplus military equipment and supplies to Law Enforcement across the United States.

Assistant Commissioner Brooks has drawn many of his leadership styles from his extensive military career which spans 27 years. He currently holds the rank of Major and serves as the Deputy Inspector General of the Virgin Islands National Guard. Prior to his appointment to this position he served as the Commander of the Military Police Detachment. He has been on numerous military deployments and has successfully commanded the Military Police Detachment during his tenure in that position in peacetime and in combat environments.

A native Virgin Islander, Mr. Brooks has an Associates Degree in Police Science and Administration, a bachelor’s degree in Psychology and a master’s degree in Business and Organizational Security Management.  He is a member of the National Organization of Black Law Enforcement Executives (NOBLE), a member of the National Tactical Officers Association (NTOA), a member of the Veterans of Foreign Wars (VFW), and several other organizations.
