Biography of U.S. VIPD Territorial Chief Winsbut McFarlande Sr.

Territorial Chief of Police, Winsbut McFarlande, Sr., was born on February 27, 1963, On the island of Antigua to the proud parents of Sarah Ann and Jean McFarlande Sr. who migrated with their family to the United State Virgin Island when Chief Mc Farlande was only two years old. During childhood, Chief McFarlande grew up in Frederiksted area where he became a member of various youth organizations such as the Boys Scout, Student Patrol and Army ROTC. Chief McFarlande attended the St. Croix Central High School where upon graduation and selected to pursue his life-long fascination with Law Enforcement by joining the Virgin Islands Police Department Police Academy on February 14, 1986.


Chief McFarlande graduated from the Police Academy and served in the Patrol Division for two years before he was re-assigned to the Investigation Bureau.  While a Detective, in 1991, Chief McFarlande received an advancement in rank from to Police Corporal as Supervisor of Detectives for the Youth Investigation Bureau and shortly thereafter Police Sergeant and was reassigned to the Special Operation Bureau and later became Commander.  

While serving in Special Operations Bureau (SOB), Chief McFarlande was called to perform Confidential Security for then Governor, Charles W Turnbull and Lt. Governor, Gerard Luz James, II which he carried out for four years. Upon completion of his assignment, he returned to SOB where he remained until he was assigned by former Police Commissioner Jams McCall to serve as Acting Chief, Command Inspector and Territorial Gang Coordinator.

On June 2, 2016, then Governor Kenneth Mapp, under the advised of Police Commissioner Delroy Richards tapped Chief McFarlande to serve as the Acting Chief of Police for the St. Croix District. 

On July 22, 2017, under a reorganization of the Police Department, Chief McFarlande was given the opportunity to serve as Territorial Chief of Police.  The highest ranking uniform Officer through his appointment as Territorial Chief of Police for the Virgin Islands Police Department whereby making him the fourth person within the Territory to serve in this capacity. 

By virtue of his position, Chief McFarlande must exercise authority and assume responsibility for the planning, organization, direction and coordination of activities within the Division of Police Operations for the District of St. Croix, St. Thomas/St. John, and Water Island. 

Chief McFarlande is the recipient of the Combat Cross, Two Honorable Service Two Exceptional Service Award as well as the two-time recipient of the Morale Booster Pin.  He is currently a member and graduate of the FBI National Academy and a member of the National Organization of Black Law Enforcement Executives (NOBLE), Rotary West, and the International Association of Chiefs of Police (ICAP). 

Chief McFarlande captures every available opportunity and is a strong advocate in promoting public safety and youth awareness issues.  Throughout his advancements, Chief McFarlande had to gain the respect of his colleagues, the trust of the community and overcome various adversities but remained committed and focused on performing his duty in a profession which he loves and respects. 

Chief McFarlande resides in the Christiansted area of St. Croix and currently holds the title of Territorial Chief of Police for the past ten months and is now a twenty-six-year veteran of the Virgin Islands Police Department.
