Consent Decree Compliance Officer

Gregory Davila by authority of the Police Commissioner, Delroy Richards Sr. is designated Compliance Coordinator for the Virgin Islands Police Department. As Compliance Coordinator, he is expected to serve as liaison between the Virgin Islands Attorney General’s Office, the VIPD, the Monitor and the United States Department of Justice (USDOJ). Ensure that the VIPD complies with all aspects of the Decree, to include Evidence room and OSHA compliance. Facilitate the provision of data, documents and other access to VIPD employees and material to the Monitor and USDOJ as needed; ensure that all documents and records are maintained as provided in agreement; assist in assigning compliance tasks to VIPD personnel, as directed by Police Commissioner or his Designee. The VIPD Compliance Coordinator will take primary responsibility for collecting the information the Monitor requires to carry out the terms of decree. 

Additionally, the Compliance Coordinator shall perform other related functions assigned by the Police Commissioner. 

The VIPD consent decree committee currently consists of the following personnel: Attorney  Internal Affairs Director Chenelle Skepple, Director of Training Emmanuel Anthony and Compliance Coordinator Gregory Davila.
