Novelle E. Francis, Jr.Police Commissioner Novelle E. Francis, Jr. on Monday applauded the investigators and attorneys whose diligent work ensured a guilty verdict for homicide suspect Colly Cascen on Saturday March 13.

“I want to applaud the investigators who worked on the case and the attorneys at the Department of Justice. This verdict again shows that the cooperation between the police department and DOJ continues to be based on professionalism and the pursuit of justice.”

Commissioner Francis said this crime was particularly heinous because the victim was a 16-year-old with a bright and promising future before him. That future will never be fulfilled because his life was abruptly and violently taken from him.

“I extend my condolences not only to the family of the victim but also to the family of the convicted; both have a heavy burden to bear.”

Commissioner Francis pointed out that in recent years every homicide case that has come before the court has resulted in a guilty verdict and stiff penalties for the suspect. Colly Cascen faces a mandatory life sentence without the possibility of parole which he will most likely serve in a federal penitentiary. "I hope these verdicts serve a deterrent to those who wantonly resort to violence in order to settle a score."
