VIPD Partnership With Law Enforcement Agencies Yields Arrest

ST. THOMAS – On Thursday, August 8, 2019 at approximately 11:50 p.m., Virgin Islands Police Department officers from the Criminal Investigation Bureau, Special Operations, U.S. Marshals and Immigration and Customs Enforcement conducted a Traffic Initiative Checkpoint on Veterans Drive that led to the arrest of Donte Camil Joseph, 23, of 215-214 Annas Retreat on St. Thomas.

During the initiative, officers stopped a black Nissan Altima in which Joseph was driving. Officers making the stop observed a glass jar containing a suspicious looking substance resembling marijuana on the backseat of the vehicle along with an unzipped backpack that was next to Joseph’s person. Officers asked Joseph if he had any weapons or drugs in the car. While responding to the officers’ inquiry Joseph reached for the backpack.

At this point officers asked Joseph to exit the vehicle with several commands and he refused the officers request. In execution of their duty, officers removed Joseph from the vehicle and placed him under arrest. While trying to place him in the back of the patrol unit Joseph spat on an officer.

Throughout his entire time in custody he acted belligerent and continued to spew his saliva at officers. Joseph is charged with throwing bodily fluid or waste at a person. In addition, he was also charged with interfering with an officer discharging of duties and simple possession. He was ultimately turned over to the Bureau of Corrections pending his Advice of Rights Hearing.
