St. Thomas, USVI - The Virgin Islands Police Department will host a candlelight vigil in honor of fallen Police Detective Delberth Phipps, Jr. on Friday, July 14, 2023, from 5:00 p.m. to 7:00 p.m. at the Alexander A. Farrelly Justice Complex courtyard on St. Thomas, USVI. The community is invited to attend.
